Why can?t US define "torture"? I have an easy answer!

Congress is FINALLY restricting interrogation techniques that use "torture", but there is great deliberation about what is considered "torture".
I have an EASY test:
If it IS NOT TORTURE - then LET ME DO IT TO YOU!!!!
If you won't let me do it to you - then it is most likely torture!
They say they need torture in order to get answers. That is not a valid argument, because under torture people will admit to anything.
You only get good information through cooperation - not interrogation!
Wake up America - we are acting real stupid!!!
