Big Brothers / Big Sisters must be black?

After the Boy Scouts restated their policy of exclusion for gays and lesbians, I was researching alternatives so I contacted the Big Brothers / Big Sisters organization. Another boycott seems to be in order, because they only want black people to participate in their programs.
All over their web site it says they don't discriminate, but digging deeper you see their practices don't match their policies.
I know a mentor who is the same race as the student may be ideal, but if there were already role models out there, there wouldn't be a need for any big brothers / sisters. They complain about how many brothers are needed, yet they turn away brothers who aren't black?

UPDATE 8/15/2012: After calling several of their offices around the country, the problem seems to vary from location to location. Maybe BB/BS could do some employee training and help these kids find a mentor?
